HIMGA Special Rules  (rev. 1/6/12 grp)

Preferred Lies:  A ball on either the fairway or the rough may be moved up to 12" for improved lie.

Double OB:  After hitting 2 consecutive balls out of bounds, a player may place a ball in the center of the fairway at the distance of either OB ball and counted as 5 strokes (hitting 6)

(NEW)  Tee Box Selection for 18-Hole Players  Players shall determine tee box (white or gold) from which they play in accordance with USGA position paper on this subject, irrespective of age and shall not change for the remainder of season.  Selection of tee box use should not be used to gain an advantage over fellow players.  Remember, fellowship amongst our group is the primary goal of HIMGA.  The HIMGA Tournament Committee recommends the following guidelines be utilized in making your determination.

a)     If a player is comfortable with their current tee box based on ability, handicap and guidelines contained herein the player should continue to use that tee box.  Age should not be the sole determination in a player’s selection.

b)     If your handicap is based on prior use of white tees with a handicap of 0-25 and the distance does not adversely affect your ability to reach greens in regulation, you should continue to use the white tee box.

c)     If your handicap is based on prior use of white tees and you have a handicap greater than 25 and are adversely affected by tee to green distances, you should move to the gold tees.

d)     A player’s selection of a change in current tee box use in accordance with these guidelines shall result in an adjustment to your existing HIMGA handicap.  Adjustment basis shall be: (1) White to Gold: 3 strokes deducted from existing handicap (2) Gold to White: 3 strokes added to existing handicap.

e)     The choice of selection of tee box use is the player’s responsibility based on subsequent approval of the HIMGA Tournament Committee.  Your selection of 2012 season tee box will be provided via a form at the 2012 Spring Breakfast meeting.

Holiday Island Golf Course Local Rules (rev. 9/14/11 grp)

A: Immovable Obstructions

Relief from immovable obstructions may be taken under Rule 24-2b, when the player has interference from the immovable obstruction as defined in Rule 24-2a. If there is reasonable evidence that a ball is lost in an immovable obstruction, relief may be taken under Rule 24-3.  Immovable obstructions include but are not limited to the following areas of the Holiday Island Golf Course:

  1. Throughout the course: All artificial objects such as ravine fences, paved cart paths, water regulation boxes, sprinkler heads, telephone pole support cables, etc. are immovable obstructions.

  1. #12 Water Hazard: The rock wall and all portions of the bridge outside the margins of the water hazard are immovable obstructions. The margin of the water hazard is defined by the inside edge of the rock wall toward the water and surrounding the water.

  1. #14 Water Hazard: The rock work and cart path outside the margins of the water hazard are immovable obstructions. The margin of the water hazard is defined by the yellow stakes front and back of the water and by the inside edge of the rock wall toward the water on the left.

  1. #2 and #14: The drainage tube, including all its related concrete and rock work, is an immovable obstruction.

  1. #15: The bridge, including all its concrete and related concrete and rock work, is an immovable obstruction.

  1. # 5 and # 15: The restrooms and all concrete and rock work around the restrooms are immovable obstructions.

  1. #18: All parts of the maintenance building (Fort Apache) fronting the golf course are immovable obstructions.

B: Out of Bounds

Out of bounds on the Holiday Island Golf Course is defined by white stakes, white lines and roadways. Specifically, and in the absence of white lines or white stakes, a ball resting on the hardpan surface of a roadway is out of bounds on holes #2, 4, 6, 7, 8, 9, 13, 15, 16, and 17. Near #14 green, out of bounds is defined by the outside edge of the rock wall away from and to the left of the green. The ball drop provided may be used only when the player has interference as defined in Rule 24-2a from the immovable obstructions. The ball drop must not be used for balls lost or out of bounds, in which case the player must proceed under Rule 27-1.

C: Distance-Measuring Devices
For all play at this course, a player may obtain distance information by using a device that measures distance only. However, during a stipulated round, if a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his play (e.g., gradient, wind-speed, temperature, etc.), the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional functions are actually used.

D: Ravines

Protective fences guarding ravines are immovable obstructions. Relief may be taken under Rule 24-2b, when the player has interference as defined in Rule 24-2a from the immovable obstructions. If there is reasonable evidence that a player’s ball is lost in the area protected by the fences that is in bounds (i.e. lateral water hazard), the player may proceed under Rule 26-1.

E: Rocky Areas

Under adverse course conditions, the tournament director may, at his/her discretion, invoke the following rule: Rounds of golf played under this rule do not conform to the USGA rules of golf and may not be used for official USGA handicap purposes.

Areas of the golf course in which rocks are so prevalent that playing a stroke may cause physical injury to the player will be considered abnormal ground conditions. Relief may be taken under Rule 25-1.b.(i)

The USGA Rules referenced in these local rules are included below.

USGA Rule 24-2.b(i)

If the ball lies through the green, the player must lift the ball and drop it without penalty within one club-length and not nearer the hole than the nearest point of relief.

USGA Rule Rule 24-3.b(i)

If the ball last crossed the outermost limits of the immovable obstruction at a spot through the green, the player may substitute another ball without penalty and take relief as prescribed in 24-2.b(i)

USGA Rule 25-1.b(i)

If the ball lies through the green, the player must lift the ball and drop it without penalty within one club-length of and not nearer the hole than the nearest point of relief.  When the ball is dropped within one club-length of the nearest point of relief, the ball must first strike a part of the course at a spot that avoids interference by the condition and is not in a hazard and not on a putting green.

USGA Rule 26-1.c(i)

. . . drop a ball outside the water hazard within two club lengths of and not nearer the hole than (i) the point where the original ball last crossed the margin of the water hazard or (ii) a point on the opposite margin of the water hazard equidistant from the hole.
